Horror Story: Cutting off the penis not just the foreskin

A Swiss doctor apparently has cut off the entire penis of a boy during circumcision:

To make things worse he tried to cover up what he has done by trying to fix it himself even though he lacked the equipment needed to reattach the severed penis.

In some African tribal cultures he would have been put to death on the spot for maiming the boy.
Apparently in Switzerland he is allowed to continue performing circumcisions as if nothing has happened.
